Once you create a watermarked document in Word or another program, you can convert that file to a PDF. In Word, go to the "File" tab and click "Save As," then choose "PDF" from the "File Format ...

Select the Sticky Note tool from the Annotations panel. Click, or click and drag, on a PDF document page to create a note. Type your comments in the box created by the tool.
